Budget vs Actual

Finds the budget lines whose actual results keep missing the adopted budget in the same direction, and ranks them by size — a starting point for building a more realistic next budget.

Average miss at least
and

Read these gaps as questions, not conclusions.

  • The data holds adopted budgets. Amendments, grant appropriations and transfers approved during the year are not in it, so some persistent gaps are budget changes after adoption rather than estimating error.
  • The most recent actuals (2025) may be provisional until the year is final. Use the year range above to exclude it.
  • Some lines move together, such as sales tax revenue and the sales tax distributed to towns and cities.
  • 2026 year-to-date is through Sep 30, 2026 (about 75% of the year). Revenue and some spending arrive unevenly through the year, so read the percentage as a pace, not a forecast. Capital-project funds, which carry most of the 2026 mid-year amendments, are not part of these lines.
  • The 2027 figures are the County Executive's recommendation as of Oct 2, 2026. The worksheet's own 2026 actuals are an older snapshot and are not used.
How this is calculated

Miss = actual − adopted budget. A year counts as above or below budget only if the miss exceeds $1,000 and 2% of the budget.

Persistent = actual landed on the same side of budget in at least the chosen number of years, with no tie.

Average miss % = total miss ÷ total budget over the years. Lines budgeted at $0 but spent or collected anyway show as unbudgeted.

Green helps the bottom line (revenue above budget, or spending below it); red hurts it. Gap = the comparison amount − the 2026 adopted budget; budgets have grown a lot, so older averages naturally sit below them.

Average miss at least sets a dollar minimum and a percent-of-budget minimum, and a line must clear both. Use the percent to find lines that are far off, and the dollar amount to keep out small lines where even a large percentage is not worth a committee's time (for example, at least 20% and at least $50,000). Lines budgeted at $0 but spent anyway count as missing by more than any percent, but still have to clear the dollar minimum.

Growth allowance carries the comparison amount forward to the budget year it is measured against (for example two years from FY2025 actual to 2027) at the chosen rate. It is an assumption you set, not something in the data; the default is none.

Each line is one fund, department, division and account, matched across years. Lines with fewer than two years of history are left out.

Does the 2027 recommendation fix these patterns?

County Executive recommended

2026 adopted
Revenue $496.0M · Spending $496.0M
Departments requested
Revenue $465.3M · Spending $529.0M

458 lines in the 2027 proposal are new ($4.4M spending, $9.1M revenue) and have no history to test.

Pattern in the matching linesLines2027 still on the same side of FY2025 actualEffect of resetting those
Spending ran above budget4725 of 47-$8.1M
Spending ran below budget183158 of 182+$36.6M
Revenue came in below budget3122 of 30-$5.7M
Revenue came in above budget4618 of 46+$9.7M

“Still on the same side” means the recommendation sits where past budgets did relative to what actually happened, so the old miss may repeat. Green effects would help the bottom line, red would hurt it. With no growth allowance, 2027 is compared with the raw FY2025 actual, so lines that normally grow with pay and prices will look “still off” — try a growth allowance above.
